The Nature Conservancy established a Conservation Easement Working Group in 2003 to “frame questions about the future use of easements and to propose actions to further ensure the appropriate, consistent, ethical and effective use” of easements by the Conservancy. The Working Group issued an “essential reading” Report which may be found here:

Steven Small is a nationally-recognized expert on private land protection; especially concerning the tricky issues associated with federal tax incentives. Jeff Pidot, Chief of the Natural Resources Division of the Maine Attorney General’s Office and a visiting fellow at the Lincoln Institute of Land Policy, authored an excellent report examining the need for reform in private land conservation.
